Without any freon in the system, would the clutch engage when you turn AC on or not? Because before the compressor changed when I replaced the evaporator I remember seeing it engaged, at this point I'm trying to see all possible options and I appreciate all your information and inputs. I noticed now there was no rpm change as Paul Danner showed on his video and previously I noticed that change but I will try again your advice, I'm going vacuum system again and try charging, is it possible or safe to jump the load side of relay to turn clutch on while being charged manually? With the scan tool is it safe to command on while charging? I'm getting a scan tool on Tuesday.

Yes I am trying to charge it up manually as I don't have a machine and the clutch doesn't engage when o turn it on
It will kick on if I jump it at relay

No.
It will kick on AFTER you begin to charge.
