That's gonna vary a TON depending on what vehicle you're working on. :silly: It does have limited VIN writing and inhale/exhale capabilities depending on the year/make/model. It'll do coding on various euro makes (VW, Audi, BMW), but not programming.
It depends on the vehicle but in general no.
For a new ecm You need to flash with a J2534 box and then need a capable tool to
code or set up theft deterrent or other options, intializations etc.
Some modules other than ECM, PCM or BCM on some vehicles just need to have options and parameters set but in general they need a software flash update.
