I have got 2013 cruze turbo diesel throttle angle is stuck on 16 percent car run ok rev allright my thought was throttle is shut and computer using appt for its calculation.your input would be appericiated.

It isn't really a throttle body the same way as a throttle on a gasoline engine it is just fitted to generate a some manifold vacuum to increase the effectiveness of the EGR valve. With modern diesel it is really important to clean the EGR at regular intervals, using top quality synthetic engine oil helps keep the EGR and inlet clean.
