2008 highlander limited has high idling issues. It idles at 2000rpm. No vacuum leak and both throttle and maf sensor has been confirm to be ok. Need help pls

This is a drive-by-wire throttle, correct? No throttle cable? 3.5L engine?

Any recent repairs?
