Does this mean the fan speed switch doesn't change blower speed? Or the mode switch doesn't switch between defrost and vent and whatnot?

And if it's fan speed that isn't changing is it stuck on high and stays running with the key off?

It is the mode switch. Blower speed is controllable.
Thanks

Is it a switch or is it controlled by a module ?
If it is switch and simple resistor pack and the low speeds aren't working but high speed is okay the chances are it is the resistor pack itself .
Also because the blower fan use a lot of amps the connector and the switch contacts often suffer burning due to arcing, so look for signs of over heating at the connectors. Simple way to test the switch is use a test light and also do by-pass test.

The other type uses a computer module in place of a simple switch and a power transistor pack in place of the resistor pack.
If it controlled by a computerised control module using pulse width modulation and it is working at high speed only then if it is usually the module. To test I would use an oscilloscope but it can be done using a voltmeter or test light but requires a bit of knowledge in what to look for,

Most likely a vacuum leak. I'd start with checking the lines in the engine bay. I've attached a diagram showing the location of the vacuum tank. Should be one line from it to the intake and another going to the firewall.
