Hey mesquito! Let's start with some voltage checks at the underhood fuse box. Remove the fuel pump relay, turn the key on and install your Autel scanner. Get a battery charger installed if needed.
Using an incandescent test light connected to B- (not LED and not a multimeter), gently probe all four fuel pump relay pins in the fuse box. One should light the test light brightly. Then, use the Autel to command the fuel pump relay on. Now two of the four pins should light up brightly.
If NONE of the pins ever lit up with the key on, you're missing a power feed to the load side of the relay.
If you were only able to get one pin to light up, that'd suggest the PCM isn't able to control the relay.
If you got two pins to light up, then the load side power to the relay is fine, and so is the PCM's relay driver.
