Currently working on a 1995 Buick and trying to read the trouble codes. From what I understand it is an OBD 1 system, going by the year, but it definitely has an OBDII plug... My cheapo code reader just says error. Can I short the pins and get the light to blink? Any thoughts appreciated!

Some 95 vehicles had implemented obd2. I would not try to short terminals try a different scan tool

You will either need to buy the special adapter for obd 1.5 or make one by googling obd 1.5. A different scan tool will not work in this case.

Well, as it turns out my Bosch 525 was able to read the codes! It obviously was not able to auto ID it but, I was able to manually enter it. For some reason the first time it wasn't able to connect and read the code but I tried again and it did work!
