That is a pull down ciruit which makes a short to ground code confusing and puzzling.
As Chad posted we need more information from you to help. Including not only the code but the vehicle.
What scan tool are you reading the code with ? Some scantools give the wrong code definnitions and some revers hi and low states.

it is a ford explorer 2006 4.0, dtc is c1769-60 and scanner used is launch x431
