2000 Ford Mustang 3.8 wipers only work when commanded by a scan tool

So i took over a car from another technician that shot the part cannon at this car to fix the wipers. He replaced the motor and the multifunction switch and swapped relays and still wiper will not work when commanded with the switch. As soon as I got the car i commanded the wipers with a scan tool and they worked every time. I can see the positions change on the scan tool under the GEM module when using the switch and pressing the washer button. I attached the diagram that I had. Fuse 26 had power and i had power on the load and control side of the wiper on/off relay.
