We'll need more information to help you on this one. What's the first 10 digits of the VIN?

That doesn't appear to support SWCAN, which is the network the IPC is on.

The Autel AP200 looks to be the cheapest option at around $60. According to the following link it'll talk to the SWCAN network on your car.

The Obdlink MX+ is another BT dongle that'll access SWCAN but the gm software that comes with it isn't very good, and I'm not aware of any 3rd party gm software that'll work with it.

The zurich zr-15, zr-13 with live data and graphing are helpful to an extent. However scope included options would be a snapon modis edge/ultra which you can find deals every so often on facebook marketplace, craigslist and ebay etc.
The zurich readers run just south of 200 at harbor freight, innova ones run similar in price. Snapon modis edge can vary in price on marketplace from 1000 to 2400 depending on what is sold with it. The basic kit which includes charging cable, obd2 cable, scanner and quick start guide w/cd you will see in the 1200 range. The one i got had the basic kit plus test lead kit and soft case which was 1600 with 16.4 update. Obviously the higher the update the higher the price. This kit works well for me plus with the shop connect free download from snapon site lets me view the data in a much better way than on the scanner (better detail, more pids/graphs on screen of laptop). With the bidirectional controls the scanner has along with special functions of crank variation relearn, steering angle reset, battery programming for BMW and a lot more make it worth the money. Pico scopes are also a great option however you will need the optional equipment in addition to the scope (which they have kits) to use it to max potential. The only down side to them they dont scan for codes. But it depends on what you do or want to do with the equipment.
