1997 Honda Civic 1.6 Code P1509 IACV Circuit failure

I need a little help interpreting these voltage figures I got with this code.

KOEO (PLUG CONNECTED)

ORANGE WIRE = 2.20 volts IACV-N
black/blue = 10.81 volts IACV-P
yellow/black = 12.28 volts - FEED WIRE


KEOR

BLACK/BLUE = 8.10 volts
orange = 6.74 volts

CURRENT MEASUREMENTS WITH AMP PROBE.

orange = 0.05ma or 0.033ma

Circuit Design is ground side switched.

I have 2 control wires going to the pcm. my trouble is that this code keeps coming back (P1509). I checked the connector. The pins seem fine. My conclusion so far with the test I've done according to how Paul taught me, is that I may have a bad driver. That's why I need some help with these figures. thank you.
