When you were looking at the scan data for the ECT, were you on the OE side, or Global data?
If OE, then it wouldn't surprise me if that ECT PID defaults to -40 with the ECT circuit code set, despite whatever you may be doing to it with a jumper wire. For fun, try installing the jumper then turning the key off. Leave it off for 5-10 seconds, then turn the key on and clear codes. What code do you now get, and what does the ECT PID say?

When you installed the jumper on the ECT connector, did the voltage on the signal wire actually go to 0V? As in, could you measure the drop with a DMM? If it did drop, that may be a strike against the PCM. If it didn't, the ECT ground may suck. Redo the jumper test with one end on the ECT signal, and the other to B-.
