I have a p0191 code went check for 5v ref with the sensor plug in it reads 3.95 volts un plug the sensor the ref wire has battery volts of 12 i check ground wire on the sensor is good check signal wire it has battery volts of 12 matter if it's plug in or not. My question is do have bad computer? And the scan data frp volts it stays a 4.95 volts and try to pull it down to zero and it still stays the same.

I think your wire is shorted to a 12 v source like fuel injectors, iac, egr, or o2. Check your harness wiring for a rub thru from contact and take sheathing off to look for a melted/bare wires
