I am getting 10 amps on the fuel pump when I do a current draw with my scope but I am not seeing any ripples. can the high current mean shorted fuel pump

Use a faster time base setting on the scope ie.the screen time window should cover about 10 to 25 ms.
With good pump you can expect to see on a 10ms screen about 8 fairly nice even humps filling the screen.
