I have a 2013 ford fusion 1.8 i want to program new remote keys i have 1 master key and 2 new ones. How do i program it every one said i need 2 master keys to program the new keys

I believe, if you have a capable Scan-tool, you only need to have 1 original key to add additional keys. But, If PATS (Passive Anti Theft System) is erased, or reprogrammed, you will need 2, original, keys to program PATS. The scan tool will make you wait for a 10 minutes before allowing you into the PATS module. With the scan tool, settings can be changed to allow, or dis-allow, the programing of additional keys without a scan tool.
