dear no start no crank ford f150 2014 6.2l

i jemp the starter relay it start with key in cranking postion
no signal from pcm from the pin 7 yel it should power the starter relay by 12V due to pin 37 wht/gren is ground
i check pin 16 blu/wht at pcm while i crank it get 12v

i check live data at pcm it show it is at park and while i crank it change to start and no fult code on it

can i call it is bad pcm
