Calling this one fixed on Paul's behalf. For anyone following along in the future.
Paul ultimately found rodent damage at the resistor connector itself:
The vehicle ran correctly with the jumper installed because the jumper was installed ahead of the rodent damage. It's not an elegant test? But I think it's valid to prove out a resistor problem on these systems.
