Intake cam actual /desirer vary @ 6⁰ max (desirer16*actual20⁰exhaust don't vary my fuel pressure will go to 17k at idle and start to surge. im stuck with this one please help

17K? As in, 17,000 kpa? That translates to about 2500 PSI, which is just about max output for those pumps.
I'd suggest investigating the rail pressure sensor rationality. The easiest way to do that would be to let the vehicle sit overnight, then go KOEO and compare the fuel pressure sensor and the rail pressure sensor. They should more or less agree.
If the rail sensor insists the pressure is significantly higher than the low pressure sensor, then I'd suspect the rail sensor is lying.

Thanks for the advice I believe I have it figured it out . My bad looking at the scanner info wrong the info was saying 16⁰ at idle and the vvt solenoid would do its job and move the fuel pressure to 15kpa the variance would move to around 5⁰. Timing would be 20⁰, me not thinki g timing at idle should be around 0⁰ not 16⁰ it looks to be out of time

Are you getting any cam timing codes?
Definitely check the oil level before going crazy. Those 2.4's drink oil like it's their job.
