So a coworker of mine has been getting a P0011 code recurring on his 2016 4 cyl Cruze with less than 50k miles.
He's replaced the solenoids, and he had a mechanic change his timing belt which was showing quite a bit of slack. Lastly, he recently changed the oil and oil filter.
None of these stopped the code from coming back.

He says that the car starts up fine, and he doesn't notice any rough idling or anything akin to misfires when he guns it.
When I looked at the freeze frame data, I saw that the code was being thrown around 38% engine load, with a LTFT of around +6.7%, and a STFT of +4.6%.

My thinking is this has to be an issue with the phaser or the lobe itself, because if it was the cam or crank sensor, he'd probably not be able to start the engine. However, I could be completely wrong since I'm not too familiar with GM systems.

What do you guys think? Am I barking up the wrong tree here? Are there any specific tests I should run like a compression test, or scoping the cam and crank sensors?

P0011 is for intake cam position overadvanced. If he changed out the intake cam phaser that should have taken care of code however if oil sludge (if there was any or other debris) was not cleaned out of passage etc can cause phaser to stick or it could be a bad new part.

When they put the new timing belt/chain on did they double check the intake cam did not jump a tooth from old belt/chain slack? Its something that can happen.

So my coworker finally got this fixed after taking it to the dealer more than once.

As stated, he brought the car to the dealer, and they threw a new ECU at the problem and called it a day.
Upon getting the car back, the DTC light comes on again with the same P0011 code. Back to the dealer.
After 2 weeks and consulting their engineering department, they replaced the cam phaser (Which is what I figured the problem was). This seems to have done the trick, however, my coworker got hit with a huge bill (they still charged him for the new ECU), and didn't have access to his car for almost a month.

Just thought I'd give an update, as I don't like to leave these threads unresolved if I can avoid it.
