I just bought a 2004 Lincoln ls. Everything comes on when I turn the key buy the starter dont do anything. The starter relay fuse don't have power going to it. The fuse is good but the slot just don't have power going to it and neither does the starter. And advice on where to start looking?

Which fuse has no power to it? F1.21?

Check the starter relay if your car has one. You should have two power pins one is on only in crank the other should be on with key in on position.

How are you testing? With a multimeter? With a test light?
Try placing the vehicle into neutral and try to start it.
There are two fuses that are in the starter circuit. One is hot at all times the other is hot during start (very important to test with key in start position)

It's the 3.9 V8. It's F1 that has no power with the key on

I've been testing with the test light. I put it on the starter itself and it doesn't have power on either post of the solenoid.

So f1 fuse that is thirty amp. Has no power on either side of fuse correct. If that's the case you need to chase the circuit back to see if the wire is broken or what not. If power on one side of fuse then fuse is blown and you just need to find out why it blew to begin with.

How is the battery and connections directly at the battery???
I’d go after the power feed to the junction box first. Do you have a multimeter? Id be testing for both voltage, and voltage drop. I’m thinking the car may have been jump started backward if the battery has juice.

I agree with John Curtis. If you have no power at the main cable at the starter, then F1.21 is just a symptom of the problem.
A DMM would be preferred at this point, since we're fairly confident you have a voltage drop.
