Having issue with a 95 tahoe 4x4 it does not have power on 2h or 4h wont go pass 20mph and does not shift at all .when I put it in 4l it will run and shift some what normal .

Well we will need some more info... what are the trouble codes the vehicle has? What size engine does it have? How long has it been happening and how many miles on the tahoe

no codes ,it 5.7 4wd . 165000 the transmission was said to be rebuit just bought it as is .when the transfer case is on 4lo it will run and shift some what normal.

When you drive it manually shift from first to second, second to third etc and let me know what it does. the 4 wheel drive unit doesn't typically cause an issue like what your discribing. Depending on what you let me know with the manually shifting gears you may need to have the line pressure checked for your trans. Also check your fluid level in park and on level surface when it's warmed up. Do you have a scanner with live data capabilities? I would look at those for shift adapts to see if they are excessive. Also is there any out of place noises or sounds the Tahoe is making like whining, ticking, idling funny?
