1996 Mitsubishi Montero 3.0L 12 valves...........Can a bad capacitor (shorted to ground) affects the voltage of the ignition coil....???

With a shorted capacitor the primary circuit will not charge, hence you won't have spark. With a dead short it will blow the multi-purpose fuse #11 in the junction block.
