99 chrysler cirrus intermittent turn signal failure

Hey! So this issue has been elluding me for quite some time with my 99 chrysler cirrus. When the weather conditions are wet(either raining, recently rained, or super moist such as early in the morning), the driver side rear turn signal does not work. In addition, the center brake light does not work at all in this condition. When the sun comes out and dries off the car, the turn signal resumes function as well as the brake light.

I have tried reproducing this issue manually by spraying water on the car to narrow down a short point, but have yet to be successful.

My question: what are some diagnostic methods I could apply to this situation? I honestly don't even know where to begin, and I'd rather not spend money throwing a new light fixture in without confidently knowing thats the source of the problem.
