I know it's not really electrical diagnostics but I've got an 02 Ford mustang that locks the brakes once you push them. New caliper new lines disconnect all your lines it's still locked up
Wiggle your rotor just a little bit rolls free with or without lines attached.
I would call bad calipers but both sides both New?

So to be 100% clear if you crack open a bleed nipple the caliper is still locked until you wiggle the caliper ?

what if you unplug the abs control module, does it still lock up??

Yep and once no brake line attached abs is irrelevant. Is it not?
Pads float freely with no caliper, caliper pistons work smoothly both directions, checked that the bracket didn't rub anywhere. Could barely turn the wheel by hand with tire on. Take tire back off still super tight grab opposite side of rotor give just a little jiggle and hub rolls freely

Yes bleeder loose line removed still tight till a little jiggle on the rotor.

Is there rust built up on the hub, making the rotor sit cocked?

Checked by both visual and put lug spacers and tightened down rotor runs true

That 100% eliminates anything outside the caliper.
Not unknown for pads to jam in the calipers, this was a common issue on older European Ford's. Check the surfaces on the calipers and pads where the make contact.

We went ahead pulled it all back apart started from scratch everything looked good. It has New pads, (another set of new)calipers, brackets, and hoses. Same thing.
Went ahead took it for a drive temps on rotors never got hot like when it came in 170° cooler same route and braking. It has more power than before. So boss let it go.
Came in with smoked pads and rotors. Replaced them test drove and both sides got hot so I tested the caliper pistons and sliders again.
Caliper pistons flowed freely and with slight pressure so called the line on the one side due to how inexpensive they where boss said just do both. Still got hot so thought maybe just maybe there was a catch in the pistons. Went ahead got the calipers.
I must admit this was one I felt really bad seemed more like a parts cannon than finding the problem.
But spent way to much time on a brake job.
