Do I test my neutral switch from the starter relay or from the tcm relay with my test light attached to the positive side of the batteray should the light go when in gear and can I start the truck if I put the key in on position push the brakes and put it in neutral

From the starter relay, #86 female terminal should get grounded if it's in park or neutral

Maybe, maybe not, try fiddling with the shifter and see if the shifter needs to be in the sweet spot for car to crank or not.

Install test light connected to battery positive and other end connected to #86 of starter relay (relay removed) and fiddle with going to park and neutral and see if you get the test light to light up.

What are your symptoms? You could test the switch by bypassing it. Go from pin two at the switch to a ground with your test light while trying to start the vehicle. That switch is just providing a ground when in P or N.

I've got no crank no start when I try to crank .are you talking about the neutral switch, and put the test light on pin two which would be the center one right

Does the light ever go out?

If not. then #86 is grounded all the time then that's not your no crank problem. It is a problem but it's not your no crank problem.

Do you have power coming in at female terminal #85 at starter relay when you're in the crank position?

Does it ever start at all?
ive seen more of these jeeps that had anti theft issues, than any other make and models , which it wont start, if thats the case.
Has anti theft been ruled out?

You should not have power at 86 in the crank position. The relay coil should act as a load and drop the voltage to near zero there. I believe you have an open somewhere after 86.

When you touched your test light there, in the crank position, it should have grounded that circuit though, unless you are using an LED test light?
