Never worked on these later Octavia but I presume the heater has seperate controls for right and left and is has fully electronic control controls rather than the old style knobs and push -pull wire cables.
Basically are about 4 different general types of fault it could be.
(1) The heater radiator water passages could be partly choked on one side usually the side furthest way from the coolant inlet and outlet connections. this more common than you might think Vauxhall-Oplel Vectras suffer from this as does the Rover 75
(2) The blend door that mixes hot and cold air to get the correct tememperature is jammed or has a fault with the stepper motor that actuates it.
(3) The temperature sensor for the heater air outl on that side has some kind of issue or the wiring to it.
(4) The climate control unit has an issue.
If you are working without a pro-level bi-directional scantool You could try the VW self-test and calibration reset procedure
Turn on the Climatronic system. You can start the car or just turn key into II position.
Press both buttons front vent and ECON (or front vent and AC) on the Climatronic panel which will then illuminate and the calibration procedure start to test all the functions.
While the test is running you should hear the heater flaps moving and the heater blower build upfasest speed.
After about half a minute the test finishes and the heater controlls retaurn to normal operation
