09 2.2 crdi diesel santa fe. Key on engine off boost on scan tool is 14 psi while driving 41psi. Had dtc code p0234. Have replaced boost sensor an made no difference. Any help would be appreciated thanks

14psi is atmospheric Barometric pressure your scan tool is showing MAP rather than boost

Boost pressure = MAP - Barometric Pressure.

This suggests to me the pressure sensor is working fine and you have an issue with the boost pressure control. The system is controlled by a solenoid valve controlled by the engine computer which regulates the supply of vacuum to an actuator on the turbo charger. Start by checking the vacuum hoses are not blocked and leak free and the mechanical rod linkage can be moved by hand and that the solenoid valve is operating.

Could it be a vacuum pump issue? if its not the turbo actuator, as diesels don't produce their own vacuum

As the vacuum pump also supplies the vac to the brake servo not really. This is the kind of fault a quick visual and hands on test on the hoses and actuator tells you a lot. If that shows nothing there are a selection of other test tools and methods that can can be used. Activating the solenoid by with a by-pass test or a bidirectional scantool or using one of those little vacuum pumps. Not forgetting power & ground tests with test lamp.

very true that about the brake servo, yeah diesels need vacuum via a pump for brakes mostly. Yeah my friend at the garage today said its probably something electrically wrong with the actuator/or wiring. I saw him use a cool gadget today, was like a small screwdriver with a prong on the end, battery powered, that beeps for powers and grounds

Ok ive checked vac lines found one with small split at the end but dosent look to have any effect on vacuum. Disconnected waste gate an can move the turbo actuator really easy. Have replaced the vgt solenoid valve. Car will drive fin but up a long hill under full load fualt will come back on. Vgt unplugged looking at the plug face reads 3.5 an 12.3 key on engine off. No smoke not a lot of oil in intake pipes. I can suck on vacuum line from valve an operate the waste gate.
