No injector pulse to number two cylinder

2013 honda civic ex-l.....1.8L.....
I have a Christmas tree of lights, abs, power steering, vsa, check emissions blah blah blah lol. Anyways I'm not getting injector pulse to the number two cylinder. I started out with codes P0202 and P0302. So I ohm the injector in cylinder two and the injector was fried reading way over 10ohms, replaced injector of course and then noid lighted the circuit, NO PULSE! I checked the wire from the connector to the pcm for continuity and got the beeping, so wire is good, I guess lol. Then I plugged it back in and fired up the car to back probe the pcm, No pulse at the pcm....so I sent the pcm into a repair shop and they said it had a software failure and they reprogrammed it. Said all circuits checked out ok. I get it back and plug it in, and imagine that nothing's changed, all the same problems.....So back story I'm RUSTY! I was a tech at a chevy dealership for a few years 2000to2004 and then joined the Infantry and went to war...So im basically stuck and need some help from some sharp minds. I would really appreciate it. Thank you very much

How long is the engine running before you check for injector pulse? Sometimes the ecm will shut down the injector if the cylinder is misfiring. If it isn’t intentional shutdown and the injector isn’t pulsing then you need to check for pulse right at the ecm. If it isn’t there then it needs an ECM.

The noid shouldn't light until circuit complete thru the PCM.
Verify that injector wire to PCM isn't grounded.

Do you have power to the injector? Maybe it’s not a control issue but a power feed problem to the injector. Broken wire?

The power feed wire will be the same color for all 4 injectors

Have all the "lights" come on at the same time as this problem? My first thought was a bad ground.
