Are you able to communicate with it using a scan tool?
Sounds like it needs to be programmed, but I don’t really know BMW.
Does your CEL show up upon initial key on?
Do you have anti-theft light?

CEL is just the engine light. If you don’t see it turn in when initial key on then you need to check 5v ref. If no 5V ref check powers and grounds. Could be as simple as a blown fuse. Do you need a wiring diagram?

Check for 5V ref on any sensor. If you do not have 5 volts, you need to check powers and and grounds at the module itself.

Put the original units back in and read if the EWS module is reading the key when it is put in the lock not unknown for BMW not to recognise the transponder chip.
Locking and unlocking is handled by the BCU
