I've noticed that when its determined that a car has a plugged exhaust that focus is aimed at the cat. Is there ever reason to suspect a plugged muffler or is it safe to assume the cat needs to be replaced?

In theory, there's no reason a muffler couldn't plug the same way as a catalyst? But I've never seen one. :lol: Every restricted exhaust I've found was either an upstream catalyst, or an upstream catalyst that fell apart and went into the downstream catalyst.

If the exhaust is plugged downstream it will be because the cat upstream of the muffler has backfire damage reducing it to rubble that has went down the pipe and caught at a choke point either the muffler or a tight bend. Usuallly just doing a thump test on the exhaust will show this up as a rattle.
