Is the radiator cooling fan switching on as it should just after the AC is turned on ?

Well the fan is not electric.
And so far clutch seems to work just fine.

Agreed. Look around and make sure nothing is blocking the radiator or stuck in the fins. Then, turn the heat on full blast and see if the temp goes down. If it does, I would put a thermostat in it.

Sorry it take so long
But finally got it fixed
Costumer brought it back I checked everything all the way around,
Removed the thermostat it did not work out it overheat even more and quickly
Check at pump it was fine
I decided to replace the radiator and att a new thermostat.
It worked out perfectly fine
I guess even though the radiator was looking good out side there was a problem inside of it.
Thanks guys you saved me from having to tell this costumer to go somewhere else because I have no idea what the problem was and also he save a ton of money by doing it this way
