VENT VALVE
The vent valve is incorporated in the fuel tank. During filling the fuel tank, fuel vapors are introduced into the canister through the vent valve.
When the fuel vapor pressure becomes higher than the atmospheric pressure and overcomes the spring force which is applied to the back side of the diaphragm, the port toward the canister is opened. The vent valve also has a float which rises and block the port toward the canister when the fuel is full.
There's also a fuel tank pressure control solenoid valve. Looks like there's no electronic parts to either component

The fuel tank pressure control solenoid valve is located in the evaporation line between the canister and the fuel tank.
When the tank inside pressure becomes higher than the atmospheric pressure, the valve is opened allowing fuel vapors to be introduced into the canister.
On the other hand, when the tank inside pressure becomes lower than the atmospheric pressure, external air is taken from the drain valve into the canister.

So, while the code definition is: VENT CONTROL SOLENOID VALVE FUNCTION PROBLEM, the associated diagram and troubleshooting info refers to the drain valve, as pictured in the diagram pole71 posted.
It says to check for other codes, check the drain hose for a blockage and then check the functionality of the drain valve
Do you have any bidirectional control of this solenoid with your scanner?
would it be to much trouble to post a pic where the canister is at on this year? I tried google and all I find is pre 2007 and its not in the same place.
found the drain valve its a part of the canister and non serviceable separate. I put the vehicle in test mode connecting the connector under the dash where it will cycle all the solenoids on the vehicle. had power to the solenoid. but no a control at the solenoid. tested it at the pcm no control replaced pcm from junkyard same result.

I forgot about that Subaru diagnostic output connector, I like that feature. Honestly, I like a lot of the stuff Subaru does.
So, excuse me if I missed it, but you found no control to valve, even at the PCM. Replaced the PCM, and it still doesn't have control?
connected the connector under the dash it supposedly turns all the solenoids on and off on the car. had no control to the vent valve a.ka. drain valve. checked it at the pcm still nothing. guy runs to get a used pcm from the yard. still didn't have control had a pushed on terminal in the harness barely barely noticeable. he got the wrong pcm it was for an automatic car when we had a manual. so he returned it I fixed the terminal in the harness now have control to the drain valve. it was an auction car
