So here is the latest with this vehicle.
unplugged solenoid
tested ground circuit is good = 0v
tested control wire circuit = wire has 9.39v on it. this wire according to how paul taught me in the book is not suppose to carry any voltage at all.
Does that mean that this wire is shorted to b+ somewhere in the harness? I'm stuck up to this point. thanks

another issue that i noticed is this. Since this is a chrysler product, with the solenoid unplugged, that voltage that i'm seeing, in the control wire, is that my bias voltage?

Connect an incandescent test light to battery negative and ,while reading the 9.39 volts with a volt meter, touch the test light to the control wire. Does the voltage disappear? Or, does your test light, dimmly, light up? If it disappears, I would say it is a bias voltage. If it lights the test light, I would say short to power.
