I have a 2015 VW Golf 1.8L that came in from another shop with a handful of issues. Main concern was the front wiper motor was inop. They had replaced the Wiper motor and linkage, then tore a bunch of stuff apart. After reinstalling original motor and buttoning what I can back up to test, I found that wiper motor Lin Bus is biased at just above 9v. This is with wiper motor plugged in, unplugged, commanded by switch, and scan tool, no change. When unplugging connector T46B from J519, Lin Bus drops to 0V. So at this time I have condemned the “Vehicle Electronics System Module” as it’s called in service data. I don’t work on many European vehicles, so my question is, is there coding, or programming that this module will need following replacement? I found No after repair into in mitchell or control module referenced in All Data. Thanks in advance.

I am, fairly, certain that the module will have to be programmed. However, I have no experience with VW, and cannot offer any help.
