The first thing I would check is if there are there any trouble codes set in any of the modules.
I would also monitor the pressure in the system with gauges and scan data, and check the commanded state of the compressor and fans with the scan tool.

I'd be looking at the A/C high side pressure sensor in the ECM scan data. It's the primary input the ECM is looking at for fan control during A/C operation. You can also monitor evaporator temperature to see if the evaporator is saturating.
Like Noah said, compare the A/C high side pressure sensor against the gauges, if you have them available.

the compressor is on but im not really sure the logic on the fan the fan should be on with compressor the pressures are 150 high side the car only has 32k maybe when it got in a accident the body shop not charging the ac or it took a dump? id hate to just throw a compressor on it but im thinking of putting a used compressor on it

150 PSI is probably not enough for the ECM to turn the fans on. Most domestic makes will wait until the pressure exceeds 250 PSI, in my experience.
Was your reading of 150 PSI with a gauge at the high side port, or on scan data? Is the high side port on the discharge line or the liquid line?
The body shop recharged the A/C system? The charge may be low, but there's still a couple more tests you can do before shipping it back to them.

the body shop did not charge the sys when they put the condenser on then when i sucked the sys down it said it took ref out but i charged it and got good contact on the pulg to actuate the compressor clutch but i always thought the high side was low but the car was driven around before a recharge and im wondering if it burnt the compressor up

Usually driving with the system empty isn't enough to hurt the compressor. Without pressure in the system the compressor shouldn't engage.
