2015 jeep grand Cherokee 3.0 turbo diesel has could p0299 after turbo replacement

This jeep came in with a lean code, found turbo with blown seals causing oil consumption, also intake manifold had lots of soot. Replaced turbo, cleaned EGR and intake manifold. Once complete jeep started to set p0299 for low boost pressure. Watched live data, car is desiring 75inhg, which converts to 36.8 psi, MAP sensor is only reading 30 psi under load. I have used scan tool and a hand pump to apply pressure to map sensor, found it was reading accurately up to 20 psi of hand pump. Barometric pressure is reading accurate to my location within 5 percent. I have checked for exhaust leaks at turbo using a smoke machine and used the smoke machine on boost piping and intake piping, found no leaks. Reused smoke machine on crankcase and found no leaks. Used pressure adapters to apply 30 psi to charge piping and intercooler, it held pressure for 5 mins. I have verified that the VGT actuator follows command and during drive its matching desired. Swirl actuators are also matching desired. Looking for insight, what am i missing?
