I get confused what to do with the code 83. Should I check the transmision tcc or the computer prom. I could be wrong please help. I hope you understand me. Thank you

Key on, engine off: Do you have battery voltage on pin E10, connector 2 of the PCM?
With the key turned off, check the resistance of the TCC solenoid. This can be done by using an ohm meter on pins "E" (pink and black wire) and Pin "T" (tan and black wire) of the transmission wiring harness. Compare the resistance of the TCC solenoid to the resistance of one of the other shift solenoids. Resistance should be between 10 and 20 ohms.
If you have an oscilloscope, you can manually energize the solenoid and look for a voltage spike on the TCC control wire. Compare the voltage spike to the voltage spikes of the other solenoids.
