2003 ford crown victoria Natural Gas stalls p0118 code

symptom stalls at idle or low rpm

measured engine coolant sensor voltage 9.16 volts key on engine off

engine coolant sensor ohm test 14.66 on 20k ohm scale ....engine cold

engine coolant sensor ohm test 0.32 on 20k ohm scale engine hot.....then shut off engine to watch resistance rise.....it rose 0.32...0.33...0.34
0.35...0.36....0.37...0.38 ect. 20 k ohm scale

have replaced engine coolant sensor

replaced vacuum manifold as it had a vacuum leak.

Many vehicles have more than one coolant sensor - one for temp gauge and one for PCM. Just make sure whether there are and test both.
It sounds like an open circuit sensor or wiring going open circuit. Sometimes it is just a matter of the terminal at the plug being too loose.

I think you need to clear the code look at live data for the coolant temperature sensor as the engine goes from cold start to warm but I would suspect this is not the cause of the stalling. Has the throtlle body been cleaned ? Have you checked the fuel trims ?
Propane/LNG/LPG although a very clean burning fuel contains a lot of dirt and requires extra servicing. Also with propane fuel the secondary ignition system has to be maintained as the spark requires at least 10% more kv just jump the spark gap.
Is the propane system a factory liquid gas injection or aftermarket vapour injection kit ?
