Help us help you. By posting the year, make, model and engine near the beginning of your help request, followed by the symptoms (no start, high idle, misfire etc.) Along with any prevalent Diagnostic Trouble Codes, aka DTCs, other forum members will be able to help you get to a solution more quickly and easily!
I moved this to the repair section where you'll get more help.
I don't have the spec in front of me, but generally speaking, the tps signal voltage should be just under 1v with the throttle closed.
This video should walk you through the idea behind minimum idle airflow:
Is the idle still smooth although low?
I'm trying to correlate the new ignition coil to the low idle speed and am wondering if maybe the plug wires got mixed up? Could the idle air control valve been disconnected during the job?
Please don't take offense, I'm just considering the variables.
Slow down do not adjust throttle plate for low idle it is the job of the IAC valve to adjust idle rpm. ensure the tps is under 1v to ensure the pcm knows it's suppose to be at idle . You can remove and clean the iac and the passage and clean the throttle plate
Ben is right, there should be no need to adjust the set screw. I should have been more clear when I posted that video for an example.
I just thought that video best described the information you asking for regarding minimum closed throttle specs
