It looks like those empty slots are F10-F12. F10 and F12 are unused, and F11 is for the DRL's. If DRL's are an option that your Cougar doesn't have, then that'd explain it.

The box is probably built for multiple vehicles, then. I had a look at the Power Distribution diagram, and F10 and F12 in the BJB are nowhere on it. F11 is, but only in relation to the DRL relay. If there's no DRL relay, then I wouldn't worry.
That yellow 20A fuse should definitely have power KOEO, while the rest of those red 10A fuses will likely only have power when the headlights are on.
