Thanks to scannerdanner I was able to find and repair the problem, that I pretty much ignored for a year.


The C1414 Incorrect module design level on the RCM is fixed.
Sometimes you have to trust instinct and not a stupid pinpoint test.
The pinpoint test said Pin 8 on the RCM connector should have voltage when it is a ground :lol: (This ground wire was broken off at the driver's side kick panel) Forgot to add this.

After thinking about this, I probably caused the problem with this broken ground.
When I went to replace the heater core, I found a GPS receiver that must have been installed by a dealer at some point.
I removed it because I didn't need it, and it was spliced into the wiring at the driver's side kick panel. When I removed it I probably damage/tore the ground wire for the RCM module, as it looked to be an 18Ga or smaller wire.
