Wont stay running. And respond to the throttle

2000 lincoln navigator 5.4
Hard to crank and wont stay running.. i have to keep the gas pedal press in.. but stay running really bad. And wont respond to the throttle. Only code is
P1131.. but i think is because 1 exhaust bolt is broke. .
I put a good maf sensor because was dusty and cont get clean. With the spray..
Fuel presure with swich on engine off. Is 38. And running is 43. .. got new Motorcraft spark plugs.. and all 8 coils are new.. air filter. Fuel filter..i disconnect the 2 exhaust pipes because my be the cats.. but still the same. Any help.. God bless you guys.

is the idle air control valve stuck closed? if you have to hold the throttle down during cranking to get it to start its pointing toward that.

I remove the idle air control valve.
It don't looks dusty. There is any way to find out if its open or close.
