I have the engine out of my 94 Suburban, and was using the GM puller tool. Pulley budged about a millimeter, then the lip started to separate from the pulley. (See pic below).
So now what? Bang on it with a big hammer? Cut it off somehow?

Yeah, that happens with those, unfortunately.
I have the Snap-On puller, and it seems to fit tighter than others, but still has problems on stubborn ones.
Pretty sure that's a metal pulley? If you can, you can install the tool, and apply some gentle heat to the center of the pulley. A small butane torch on high might work. You can also try using a small hammer to set up vibrations in the pulley itself, once pressure from the puller is applied.
FWIW, it's sometimes beneficial to actually press the pulley further onto the pump first, clean the rust and junk off the end of the pulley that's exposed, and then try to pull it off. Applying lube doesn't hurt, too. Sorta like wire wheeling the threads on a tie rod before trying to pull the self-locking nut off.

Tyler, I did my best but ended up pulling the lip off the pulley so now it is not going anywhere until I get a cutting wheel or something and cut it off. Given my relative skill, this probably meNs sayonara to the power steering pump. Oh well.

Well, it's not really fixed, I just chose to leave everything as-is and get the drive-train into the truck and worry about the P/S pump pulley later.
