1991 ford f150 5.0 o2 sensor stuck lean

I did the test light  test going from battery positive to o2 signal wire to go rich ,but scanner only shows .218 volts not 1 volt . Does that means my pcm is bad ? Or can I do another test to verify.  Thanks everyone

check the signal wire direct at the computer. Voltmeter on computer, test light at o2 signal wire.
