For our info, what's the year/make/model of the vehicle you're working on?
Because you've been testing for bias voltage, I figure you've seen this video?
If you've installed a test light in place of the exhaust solenoid, and saw it blinking, then I'd say you've proven out the wiring and PCM. Plus, the electrical monitor for the solenoid circuits is pretty darn good, IMO. At this point, I'd be more concerned about a genuine timing issue. According to my info, the PCM has to see a difference of more than six degrees between the desired CMP angle and the actual CMP angle for more than 13.5 seconds. In other words, the PCM commanded an angle change and didn't get it.
Can you post the scan data of your test drive? I'd be interested to see what the Desired CMP and Actual CMP do. This may be Captain Obvious of me to ask, but how's the oil level/condition?
