Can anybody tell me if I’m supposed to to see battery voltage on both control wires at the pcm power relay?
If the relay is plugged into the relay socket and the PCM is NOT commanding the relay "ON" by supplying a Ground to the relay on Pin 2, then yes, you will see battery voltage on both control wires. Voltage comes into the relay on Pin 1, goes through the winding of the relay, and out of the relay on Pin 2, and on to the PCM where it waits for a ground to come from Pin 38 of the PCM. When the PCM supplies a ground on Pin 38 to the relay on Pin 2, the voltage at Pin 2 should drop to 0 and the relay will turn "ON".
If the relay is NOT plugged into the relay socket Pin 1 should, still, have battery voltage but, Pin 2 should not.
However, there might be a biased voltage coming from the PCM on Pin 2, if there is no relay in the socket.

Thanks, I ordered and installed the new pcm, and the fan isn’t Turing on when I hit the a/c button. Is this due to me having to get the vehicle reprogrammed 1st?
I took a test light to battery positive and back probed to pin 38 at the new pcm, and it doesn’t light while commanding the fan to turn on from the scan tool. The scan tool says ecu negative response, which lead me to originally check pin 38 at the old computer
