I have a 2003 dodge ram 1500. 5.7l engine rwd.

I have no communication with the scan tool. Also, interior lighting, radio, door locks/Windows rke do not function when the key is off. They do function with the key one.

At the switches I have 5v ref with key on but not key off

Fuse 51 has power on both sides. Ground at pin 4 and 5 on dlc are good (test light connected to b+) no power on pin 16 ever.

Right now I am leaning towards a bad cluster but need to do more checks.

Anyone else have any idea on direction from here? (I have all data and diagrams available)

Check if you have a short to ground from pin 16 of the DLC and if not just supply it with 12v through a lightbulb, a 12v 21watt one (it will supply 1.7A at max) or a 55 watt one (4.5 amps maxx) or a fuse. Why do you suspect instrument cluster?

Iod Fuse feeds to the cluster 1st then the radio and dlc. No problems with the clusters operation. That's why I suspect it. Maybe a inter 5am short or bad connector.

Electricity doesn't work this way. It supplies every module at the same time as diagram is showing.

Then, your problem is AFTER splice S204. But, it is not the cluster.
