Code comes up immediately after clearing and turning the car back on. Im guessing the LD pump has the valve in it and there is a wire issue somewhere?

The diagram has two red/white wires. One has 12v on my meter but won't shine my test light at all. The other has a strange constant v fluctuation. Not ghost v but some steady switching going on in the mv and like .6 v range. The motor activates with the scan tool. I paid $20 to get Mitchel 1 for this car and seem to have isolated the problem to be on the power side. It supplies power from the 10 amp fuse (in the left rear corner of luggage compartment) to the two RED/WHT wires at the Evap LD Pump assy and to the vent solenoid.

You, may, have a voltage drop. Check to make sure your test light has a good ground. Both RED/WHT wires should light your test light, brightly (as should the RED/WHT wire at the vent solenoid). What does your voltmeter read when the test light AND voltmeter are used at the same time?
J376 may be where your problem lies.

Yes. Mitchell describes it as "In the evaporative emissions harness approximately 18.5 cm (7.28 in) from the X355 Connector Breakout" Underbody Harness. To rear of tank.

I was also getting voltage drop on the vent valve power wire. I had 12v in most places I should have, but not enough current to make my test light shine at all. Mitchel 1 showed the junction being in a section of the harness back there. I cut it open and found that under the wrap at the junction the wires were all corroded green.
I did a bunch of different tests and raised my confidence on electrical work. I learned a lot tonight.
