Just to make sure I understand - the pump is in the tank, and the tank is partially lifted, but not fully installed in the car?

Another update: The pump is back to running constantly, or maybe it's just not running at all. Smacking it was only temporary I guess. Something's wrong with that inner motor, and I don't know if it can be returned to Delphi or Advance, where I ordered it from.
Would you indulge me? I see that you have the tank partially installed with the straps... Is there a way you can remove the straps and still keep the tank hooked up?
I can't imagine why, but I'm wondering if the pump is somehow grounding to the tank, which is then finding a ground through the straps. It's a long shot, but it may explain why the pump behaved correctly when we tried it earlier, but acts up once the tank comes into play.

I'll give it a try since it's coming down anyway and the pump's going back to Advance. Upthread I mentioned that I smacked the bottom of the tank and it briefly worked. It made me think that the motor inside is seized or something. I tried it again this afternoon and it was back to acting up.

The pump is definitely shorted to ground through its mounting onto the tank. The tank itself shouldn't be a ground path for ANYTHING, so messing with the straps should make zero difference to this pump. Your straps are fine, no worries there.
I strongly suspect this pump is either wrong for this application, or defective. If you have the old pump around, you could swap it in and try it? But I suspect it'll come down to getting another pump from the parts store.
To prove it, unplug the pump, and connect your ohm meter between the tank itself and either pump wire (brown/pink or pink/black). Any reading other than OL is a problem.

And yep, it is ALWAYS something with me. Besides the car, the keyboard in my laptop is going haywire, and I just replaced that in April.
