The output needs to come from the igniter to the ECM. On a crank, backprobing the ECM harness it seems to me that the transistor is coming on but the signal is no where near 0-5V. As I said test light to battery (+ve) to igt's at igniter harness fired the coils.

I grounded Te1 and E1 and only got 21 (O2 sensor) but that's expected because exhaust isn't connected and O2 is unplugged.
ECM looking like the suspect guys.

Guys I missed something. The new ECM was plugged in and still no spark so I decided to use my soldering gun and to create a magnetic field close to the ckp KOEO and everything woke up (coils fired, injectors pulsed and fuel pump ran). On crank only the pump ran so I took this as sign that ECM saw rpm signal. I removed the front cover and inspected the timing assembly, cleaned the mounting surface of sensor and gap looked good. I believe the sensor is weak but ecm turns on the pump.
Sensor resistance is over 2k ohms.
